To rebuild the keychain package for cygwin: 
let setup.exe install the source package
    cd /usr/src
    ./keychain-2.8.5-1.sh all
This will create both keychain-2.8.5-1.tar.bz2 and keychain-2.8.5-1-src.tzr.bz2
in /usr/src
